By placing a high-rise apartment on top of the Tashima City Office in Tokyo and covering the two parts of the structure with an Eco Veil of environmental-adjustment panels, we created a multipurpose high-rise building with a warm and human look.
A multi-level rooftop garden between the Eco Veil and the city office replicates the scenery and natural environment of rural areas in the vicinity, including a stream with medaka (tiny Japanese fish similar to minnows) where local children can learn about nature through play.
By installing an Eco Veil with environmental control function, which combines solar panels and louver panels in a mosaic pattern, so that it slopes diagonally toward the ground, we smoothly connected the earth and the tower the form of which differs from conventional multi-purpose high-rise buildings often described metaphorically as "clog-wearing" or "tombstone" structures. With this city office as a starting point, a new cultural corridor has emerged in the lkebukuro Station east exit area, and lkebukuro, which has had an unsafe image, is undergoing a process of revival as a new cultural zone encompassing both high and low art.
